Custom skin creation tool/workshop

Now, I'm not too educated on how custom skins are made and how the tools we previously used worked (Wooxy) but for quite a while its been really frustrating as a consumer of these player made conceptualizations (at least back when it was super easy to set up); to actually install and use them properly. After quite a bit of searching and trying out different things its been quite annoying to deal with it (damn imagine how the skin creators feel tho), what I mostly want to use personally is a black "chroma" for Blood Moon Yasuo/Underworld Yasuo (you can find a pic of both in google images). When I originally used the blood moon chroma on my main account you would have to own the blood moon skin to use it.

Damn those two custom skins were hella sick tho.

And I'm not too sure what the pros/cons would be for Riot to have an integrated creation tool like steam workshop. It would definitely take up a decent amount of resources to both integrate it into the client, and probably needing moderation of some sort, probably for any form of offensive skin, and obviously to stop people from using purchasable skins for free. But that could also be used for riot to endorse skins in some way to support creators. From the consumers pov though, they could use these skins in a safer environment without the worry of viruses, or using shady sites, or worrying about getting banned. I feel like a creation tool would ultimately be beneficial, as it could give people who want to make custom skins motivation to try it out, the veteran custom skin makers would have an easier time getting their projects out, It could also give riot new ideas for skins and some form of competition so they can make even better skins (Not too sure but I think I heard Bethesda say something about how they would kinda compete with skyrim modders with their DLC so something like that).

Tbh, idk where i can go with this, as I only barely used custom skins back when it was easy to install and use. I would just like to see the players that engage in making their creations be able to pop off with their stuff. If there was a tool like this in game I think it would be dope af for creators, consumers and Riot Games.

Riot would never implement something that lets players make skins when they can just release skins for popular champs and the occasional less popular champ who gets a throw away skin, but it would be cool to see. Warframe does something similar where fan artists will design a skin or a helmet, then the devs will show the design during a stream where they announce they are going to make the skin.

Something like the TF2 community content would probably work much better. Valve actively accepts submissions for hats, and the best ones get properly implemented in the following major patch. This ensures that they all function correctly and are curated as to not flood the store. Then, they are sold just the same as other hats with 30% of the profits going to the original creators. A system like this could work well in LOL. If I submit my Rock Out Taliyah skin and Riot approves it, it gets put in the game the following patch. Then, I get 20-50% of the profit from those skin sales.

I've been playing for like 3 1/2 years and I remember always looking at people asking for something like this to be implemented and I can imagine this being asked for even before that and well, even after all that nothing has been done about it. As much as I'd like to see it (and a lot more people too) I don't think it will happen any time soon.
