Unfair Leaver Penalization

I think the Leaver Buster system isn't a very good system. Because of the fact that sometimes people can't help when something more important comes up during a game. I understand that it ruins the game for other people but like I said sometimes you can't help it. Riot should make a better, more efficient, Leaver Buster system. I am not entirely sure how. But maybe trying to make it where if you leave in the middle of a game their should be a way to put someone else in your place. Like if someone were to leave and they were level 7, someone else should be able to join in and choose whatever character they want to use, and put them in game at the level the person that left was. Also giving them the gold that would be made all the way up to that level.

Remember I am just spit balling here, but maybe and/or hopefully Riot can come up with something better.
