Custom game builder??

Why is there not an option for a custom game modes?? Where you change literally any aspect of the game, where everyone can have higher base move speed, attack damage, health etc. Change the rate at which minions spawn, or jungle camps spawn. Change the rate at which players receive gold? Something like this would be super fun for custom games with friends. We want fun riot!
