Everyone in pick and bans should be able to ban a champ

I feel that with so many new champions everyone in pick and bans should be able to ban a champion so each team can ban 5 champs. It would create more champion diversity by removing more power picks since there are so many. Plus it doesn't make sense that the first two people don't get to ban anyone.
