That's how popularity with skins works. Ornn isn't a popular champion, just like Illaoi, Ivern, ect so you shouldn't be surprised that he hasn't seen skins nor will he get a ton. He will get one eventually it just depends on if they've slotted him in for the current year (and considering this year isn't over yet, we may still see one)

Also, popularity doesn't quite work like that, not fully. Saying that champions who get 10x more skins sell 10x more skins and see 10x more play is pretty bad research and understanding imo. Personally I think Illaoi and Ornn are both pretty strong and fun to play (Illaoi is kind of insane with damage though... stupid insane). If Rek'Sai, Ornn, Kindred etc. all got more skins regularly then more people would pick them up and play them. It's pretty hard to get into a champ that you know Riot has forgotten, especially if it looks like they'll be getting a rework in the future (being deleted and replaced by another "similar" champion, RIP Galio and Aatrox). Riot has the capability to increase champ play-rate and whatnot by making more skins for certain champs, they just choose to play it WAY too safe instead and focus on easy cash grabs. Neeko has been out for less than 1 year and is gonna be getting her 3rd and 4th skin with SG and SG Prestige edition. It's just stupid.
