Artilery Bard

Here's something we should add to bard's abilities: make his q and e stack together. He would fire a portal through a wall, and be able to send his q through the portal to hit someone. Possibly have his q increase flat damage and ability power ratio as it travels, capped at a certain point, and still able to hit two targets.
