[New Game mode idea] Vault Fair

During the League of Legends history, we have seen items being introduced and then taken away. Items like famous Heart of Gold, recently removed Devourer, the old Breath Taker and infamous DFG, or even Vision Ward, all gone.

In this new game mode, all items that were in the game at one point but were removed, would be added back into the shop, but their costs would be adjusted to be slightly more expensive. They would be founded from 'Vault' tab, located inside the shop.

Additionally, every champion would carry a charge of 'Regular customer'. After buying 3 full items, you gain a 5 % price reduction for the next item.
