Skip the "Declare a champion you would like to play"
Rather than wasting 30 seconds of queue time, would it not be more efficient to have players declare the champion that they would like to play before queueing similar to Team Builder?

It's not a bad idea but you would have to then declare 2 champions. Seems like a pain rather than just wait for 30 seconds like now. Not that long.
