The Queen Ashe skin really makes me uncomfortable

I brought a queen Ashe skin yesterday, and it really makes me uncomfortable. The attacking speed (for me) is much slower, also the ablilty attacks. I actually checked my internet, and it was even faster than the old game, before i played with this skin. So, i'm not sure if this is really my computer or internet problem, but please help me check it.
