Hey wayne22,

Our goal with PBE is to keep is as close (mirrored) to live as possible, which means that legacy skins won't be available all year round.

In the future, if you've got questions regarding PBE, I'd suggest asking them on the PBE boards! Many of the players there know a lot about how things are done, and can answer most questions. :]

ohh ok. when reaper soraka will pre-release?? still waiting for her skin to buy i already got her all skin except reaper Soraka im a fan of Soraka :D

It's possible we'd make her available again on PBE - I'd keep a look out for her around the Harrowing. :]

is it possible that reaper Soraka pre-release like hunted Zyra that always on the store you know what i mean?

and by the way i have lots of idea for Soraka . if its possible to make a change for Soraka i would love all my idea to be part of change... and if you can kindly answer all my suggestion about her too :) check out my discussion.

Are you referring to how Haunted Zyra is always available? No, at this time, we don't have plans to make Reaper Soraka available all year round; she'll remain Legacy.

I'm not on the champion team, so I may not be the best to comment on your suggestions, if they're in regards to Soraka and not one of her skins. For something like this, I'd recommend making a new post in Gameplay & Balance.

well then why are king rammus and riot squad singed available on pbe atm?

If I had to guess, it's because those are skins that were given out (Rammus in closed beta, and Riot Squad Singed at PAX), and weren't only available in the store.

can i ask you something i just saw reaper hec is available is it reaper hec and reaper soraka is same skin? like pool party grave,leona,ren,zigg?

Although they have the same name, Reaper Hecarim isn't a Harrowing skin (which are usually legacy).
