CHAMPIONSHIP KALISTA

also, i don't think it will be just available cause it is a very limited skin

It's the Victorious skin that will be given to Gold+ ranked players. Championship Kalista will be available for purchase for the duration of Worlds.

{quoted}

I heard from my friend that you can get it when you are in gold tier but i was making sure

thats the victorious skins, like victorious morgana was last years skin. championship skins like championship thresh or championship shyvana are available (well for a limited time, they usually don't rerelease them after the sale) during the lcs championship series, which is soon.
