Why haven't we had a steam punk styled Champion

So i have been thinking, that I know piltover and all their champs are steampunkish but why haven't there been an actual champion that uses stuff similar to the style of steampunk but it is themed around hextech weaponry. i do not know much about how steampunk weapons are created but I know that it involves steam. I feel like if the champion should have a special passive or something where they can upgrade their weapon through the shop similar how gp upgrades his ult.

(I had just watched a youtube video about a hextech mechanic on gaming curios and it got me thinking about it)

Viktor Technically upgrades his "weapons" at the shop, but I assume that's not what you meant.

There are multiple steampunk styled champions with one literally being a steam golem Blitzcrank

I knew blitz was in that theme but i was talking about a more humanoid type of character.

So i just thought of the character's passive which could be like a fusion of Khazix and Thresh passives. So if the character collects a certain amount of material she could recall and in base the character could upgrade her kit there spending an amount of material collected to do it. Still debating if it should be from using the shop or just right there since recalling entails you that you are either buying or heal after a fight.
