We have a shortage of Swain skins and none of them are really any good. We obviously need more of them.

He's going to get a VGU at some point. That means he'll get every single skin remade, which is a lot of work. Making a new skin only to remake it consumes precious time and money, so my bet is that Riot will hold off on new skins for him until his VGU.
If there exists the skins that were released 4 years ago but still catch up nowadays skins in term of quality (except of recall animation).
