Generic edgy lore that league can write better than me

Personality > A really happy fellow that has lots of sadistic, spiteful fun, with a gleeful attitude as other crumble away once he enviably betrays them. But he gets a bit sensitive about how grim he looks, it puts people on guard so it's harder to earn their trust, to you know, cause extra pain before they die and stuff.

Base Stats > HP: 550 - 2100 HP regen: 6 - 12 Mana: 440 - 870 Mana Regen: 9 - 21 Range: 550 MS: 325 AS: .625 (+0% - +33%) Armor: 23 - 92 MR: 30 - 38.5 AD: 52 - 98

P: Decimating the Frail > For each second an enemy champion is damaged by Plague past the first four seconds they loose 1%/1.5%/2% of their total MR.

Q: A Black Mischief > Frank sends out an infected rat to attack the first enemy hit, dealing 30/70/110/150/190 (+45% AP) Magic damage. If the target effected with Plague, recast this ability on up to 2 enemies behind the target, refreshing the plague's duration.

CD: 10/8/6/4/2 Cost: 70/75/80/85/90 Range: 800 Projectile Speed: 950 Side Notes: if the targets behind the first are effected by Plague as well, the ability is recast up to unlimited times; can only hit a target once per cast

W: Death's Plague > Passive: After taking damage from an enemy champion or monster, Frank launches a slow moving mist to the source of the damage, that applies Plague to all targets inside of the area for 4 seconds once it lands. Plague deals 50/100/150/200/250 (+35% AP) and 3%/4.5%/6%/7.5%/9% (+1% AP) Maximum Health as magic damage over the duration.

CD: 1/.75/.5/.25/0 Cost: -- -- Range: 1500 Projectile speed: 400 [600/700/800] Landing size: 250 radius Side notes: if target is outside of range, does not launch mist.

E: Forsaken > Frank targets a champion. After 2 seconds the target begins to leave a trail a Plague behind them for 4/5/6/7/8 seconds, the trail last for 4 seconds. Resets CD on take down.

CD: 24/22/20/18/16 Cost: 80 Range: 650 Side notes: The target will not be effected by Plague if the continuously move at minimum of 325 and do not walk into more Plague spots

R: The First > Passive: Death's Plague land 50%/75%/100% faster and remain on the ground for 1/2/3 seconds. Toggle On: Name sacrifices 8% of his current HP each second to cause Plague to deal 20%/35%/50% increased damage and Heal himself for 10%/15%/20% of the damage it deals.

CD: 15/10/5 (to toggle on) Cost: 100 Range: -- --

Flow thought process > shit early game, okish mid game monster late game - toggles on ult with a tankyish build launching plague everywhere in a teamfight causing all targets to have reduced MR ad be swarmed by his Q since it's CD gets really low. Basically fill the entire battle field with Plague and launch a swam to wreak havoc, but suffer against 1 person as he has shit dueling
