New wind oriented champion

A new champion that uses wind to help him survive ( a bit like yasuo but more of a mage) Q = Small AoE damage/slow W = Transforms into a whirlwind dealing damage in a small area E = Small dash to a selected target R = Champion Jumps into the sky for a couple of seconds on the 1st activation and on the second activation the champion dives down to a selected area dealing damage
