Idea for a Fizz rework

This is a discussion I first posted on the French forums. As I want to have the opinions of a lot of people, I translated my post and put it here. Please, understand that my goal is not to warn Riot like "OMGFIZZOPPLEASENERF", that's not my goal at all! My goal is actually to think to a new kit for him as the one he actually have doesn't age well (on my opinion at least).
So let's get started,
Ah... Fizz, the tidal trickster... We love to fight on his side we don't like to fight against him... And I am forced to admit that despite my affection for this character. Fizz have many problems: a passive with a questionable usefulness, a quite indirect synergy around his abilities (excepting for his ult), a E completely overpowered when nicely used, an ultimate which does more or less is an instant death sentence most of the cases, a Z which is nearly an alternative
... Well... I think (and I am certainly not the only one) that Fizz needs a gulp from the Fountain of Youth.
My objectives in this rework idea are the followings:
- Giving a real synergy between Fizz's abilities.
- Giving to his every abilities (passives as actives) a reason to be.
- Making his opposition less frustrating while preventing to crush the poor Fizz which, at last, didn't asked anything else but having fun.
- Preserving his exploited themes in his design and maybe even reinforce this aspect.
So here are my ideas!

Passive – Hunt by blood
I decide to rethink entirely Nimble Fighter. Not because I think it is illogical. Actually, I think the idea idea behind Nimble Fighter is that he is moving so easily that he can pass between people without problems and even, failing to dodge hits, prevent a vital point from being hit reducing the damages he undergoes. No, no, my problem with Nimble Fighter is not his logic. It is his utility. Fizz is a particularly clever and cunning character and his kit shows that aspect way better than his passive does. On top of that, possibilities given by his kit makes Nimble Fighter quite useless, he have way enough mobility to enter in the fight and getting out while limiting the damages he gets. For this new passive, I decide to focus more on the “cat and mouse” side. Maybe something Fizz have learned with his friend Chomper. Plus, he maybe can even get a little place at the bot lane with that.
When an enemy champion has been directly hurt (so except damages over time) by Fizz or an allied champion within the last 1/2/3/4/5/6 seconds (for the levels 1/4/7/10/13/16) and is situated in a definite zone around Fizz, the target is then marked by Hunt by blood during the remaining seconds. (If for example, the target has been hurt 3 seconds ago and enters in the area of effect while Fizz is level 16, then the target will be marked for the 3 remaining seconds.) If the champion is hurt while being in the area of effect of Hunt by blood then the mark applies itself after damage application. Getting out of the area of effect dispels the mark. A marked target by Hunt by blood is then revealed, Fizz go through units while going to it, deals 10/15/20/30/40/50 (+40 % AP +3,5/4/4,5/5/5,5/6 % of the target's missing health) bonus points of magic damages upon impact of his auto-attacks and grants extra effects to his abilities if Fizz uses them on the marked target.
Q - Urchin Strike
Urchin Strike is an awesome ability which allows Fizz to go hand-to-hand with his target and beat it up. Despite the fact Urchin Strike is more than correct, I give him a few little extra things to give the choice to the player about when and how to use it instead of automatically use it as an engaging tool against an enemy champion making it more polyvalent.
Range: 500 (instead of 550) Activation cost: 60/65/70/75/80 (instead of 50/55/60/65/75) mana points Cooldown: 10/10/9/9/8 (instead of 10/9/8/7/6) seconds Fizz rushes his target on a fixed distance and stabs him with his trident dealing 100 % AD of physical damages +10/20/30/40/50 (+35 % AP) of magic damages to his target and dealing on-hit and spell effects. If the target is a minion which have only 5/10/15/20/25 % of its remaining HP, Fizz executes it. Urchin Strike is now a skillshot which can go through multiple enemies if the distance allows it. Fizz must have a valid target in sight to be able to use Urchin Strike. (Thanks to Graviton971 from EUW server) If the ability hits a target marked by Hunt by blood, Urchin Strike's cooldown is halved.
W - Underwater Pressure
The passive Hunt by blood already gives the particularity that Fizz's previous W had to hit accordingly to his target's missing health. So I thought a long time to another way to exploit Fizz's Z without getting him away from his theme (a little curious player armed of an enchanted trident friend with a shark). At first, I seriously thought to a defensive ability where Fizz would make pinwheels with his trident to parry attacks but that definitely wouldn't fit Fizz. What we like with him, it's rush in the melee, take kills like YOLO and slope off right under everyone's nose (while giving the finger in the process). We also must conserve his weak points (like his weakness to crowd control). At last, I decided for an alternative which can serve offensively as defensively.
Range: 250 (range generated around Fizz) Activation cost: 40 mana points (unchanged) Cooldown: 10/9/8/7/6 (instead of 10 to every level) seconds Passively, the enchantment of Fizz's trident free an aura exerting a pressure to his enemies around him (250 of range, note that Fizz's actual auto-attack range is also of 175) like if they were in deep sea and threaten. Every enemy marked by Hunt by blood in the area of effect gets their movement speed lowered by 4/5/6/7/8 %. (Formerly slowed down by 6/7/8/9/10 % in any case, thanks to Graviton971 for noting the problem and CoolNono for his proposal - EUW) The passive effect does not apply during the cooldown of Underwater Pressure. Activated, Fizz generates numerous ethereal fishes all around him in the area of effect before it disappears lowering the movement speed of all enemies in the area by 50/55/60/65/70 % for 2 seconds. If one or multiple target(s) are marked by Hunt by blood, the ethereal fishes stay stuck to the marked champion(s) snaring it/them for 2 seconds instead of slowing it/them.
E - Playful/Trickster
Playful and Trickster always revealed themselves to be a big problem for those which has the occasion to play against Fizz simply because Fizz cannot be target during his dash (and can even stay still untargetable for a few time). Which imply that any attack supposed to hit vanishes in the process because it suddenly doesn't have a target anymore. Despite the fact that I love Fizz, I can understand the frustration it causes to see any possibilities to counterattack disappearing because of this detail. I told to myself it would be nice to “remove” Fizz's invulnerability (somehow).
Range: 500 (whose 200 for Playful and 300 for Trickster, instead of 400 (200/200) initially), 350 (for the AoE of Playful, instead of 330), 250 (for the AoE of Trickster, instead of 270) Activation cost: 85/90/95/100/105 (instead of 90/100/110/120/130) mana points for Playful. Free to use for Trickster. Cooldown: 12/11/10/9/8 (instead of 18/16/14/12/10) seconds Firstly, Fizz uses Playful jumping in the direction of the cursor on his trident for 1 second without making him untargetable but dodging attacks at the beginning of the animation (when he starts to jump). For this period of time, Trickster is accessible. If Fizz stays on his trident without activating Trickster, Fizz generates a watery shock wave on the ground (of 350 of range) while landing dealing 80/130/180/230/280 (+80 % AP) of magic damages to every enemy caught in the shock wave. If one or multiple target(s) is/are marked by Hunt by blood when they are hit by Playful, the ability also slows down this/these target(s) by 40/45/50/55/60 % for 2 seconds. Secondly, if Trickster is activated, Fizz jumps again in the direction of the cursor generating a smaller shock wave but dealing the same damages as Playful. If one or multiple target(s) is/are marked by Hunt by blood when it/they is/are hit by Trickster, the ability also slows down this/these target(s) by 20/25/30/35/40 % for 2 seconds.
R - Chum the Waters
Oh? Hello Chomper! You come to see what I've done for you? It's a nice shark! Who's the nice shark? Huh? Who's that? It's you the nice shark! <3 ... Hm! Excuse-me, I digress! Chum the Waters, then! ... To be honest, I don't find much to say against it, however, there will still have some stuffs to keep an interaction with the new passive. Ah yes, and Fizz is cunning, we shouldn't forget it. What would happen if his fish was a bit more unpredictable?
Range: 1000 (+50 by bounce for a maximum of 1500, instead of set 1275), 250 (Chomper's area of effect) Projectile speed: 1300 (unchanged) Activation cost: 100 mana points (unchanged) Cooldown: 100/85/70 seconds (unchanged) Fizz generates and sends on of his ethereal fishes as a bait to call his friend Chomper which gets out of the waters to eat the fish and viciously bite any collateral target. The fish bounces at each obstacle and gains range (+50) each bounce. Every collateral target to its little victim in a perimeter of 250 range units dealing them 200/325/450 (+100 % AP) of magic damages and slowing them down by 40/60/80 % for 1,5 seconds. If the fish hits an enemy champion, this one follows the said champion. If Chomper strikes while the fish is following an enemy champion, this target is then knocked up in the air for 1 second. If Chomper hits one (or multiple) units marked by Hunt by blood, magic damages delt by Fizz are increased by 20 % for 6 seconds on this/these marked target(s).
And that is all, I want to know what you think about it! Don't hesitate to give me your critics about it! I will consider the most constructive ones! I have to precise that despite the numerical datas, these are only approximations which can not stick to the practice but as I am not part of Riot Games, I can't necessary test the viability of these statistics.
