I've been playing this game for quite a while and one champion i just found out about was Riven and yes i did know about her before but i really didn't know about her. My friend introduced me to her a few weeks ago right after the Dragon Blade Riven skin went off the market and as I play Riven more I wish I had known about her before and would have gotten that skin. Is there any chance that those kind of skins might come back for a brief time.
They bring them back once in a while, they're called Legacy skins. For example, holiday skins are all classed as legacy.

Dragonblade Riven actually came back this year for the Lunar Revel!
Legacy skins tend to come back annually, or in some cases, we open the Legacy vault, which makes some Legacy skins available for a short period of time.
Looks like you'll have to wait til next Lunar Revel event to buy that Riven skin.

They'll bring old skins out for purchase as a promotion whenever Tencent Holdings wants more money when Riot has a special event sale.
they already do this, so whats the point? if they wanted to bring it back every other week why not just put it in the store all the time? the reason why we have legacy skins is to commemorate special events like Holidays and Tournaments! if you missed out you can always get them through Mystery Gift, and if not just wait till they come back! it would be like asking why you cant get an Xmas skin in the summer, it just doesnt make sense!

dragblade riven gets released every February or chinese new year, sorry bro.
Worst case scenario, you have to wait until next year to buy it. Best case, they may have another "Legacy Sale" at some point this year.
