It would definitely fit how Riot seems to do things...

We asked for some kind of boxing skin for Vi for years, so Lee Sin got one. We've asked for Train Conductor Sion since his update, so it makes sense for someone else to get the skin.

True, but a lot of people were hoping for him to yell "CHOO CHOO!" when ulting. Would still feel a little bad if someone else got the full skin while Sion only got a small reference.
