New champ?

Ummm this evening while i was smoking a cigarrete in the break, it comes to my mind an idea LOL. i dunno if this belongs here but couldnt find a place where to post it so here it is.

What about a new champ that his ult deals damage but if u get the kill it steal 2% enemy speed permanently. I was just mad cause i had to wait like 1 month for next chapter of flash and get the idea from what zoom tried to do to flash and found it funny an ability that can punish enemy in long term... Can be a melee champ with 1 range ability. or something like that. Sorry i was bored.
