I... have to agree. Showing more skin and sitting in a "sexy" position (come on, that's what it is) doesn't necessarily mean feminine. Confusing the two have some... unfortunate implications.
An alternate, feminine outfit (like a dress, I guess?) or a pose with a more feminine posture would probably be more in lines with that intention, and not necessarily bad, but honestly it just seems unnecessary. Some women are masculine 
, some men are masculine 
, some women are feminine 
, and some men are feminine 
. That's fine, and ultimately it doesn't matter. It's fine to depict a champion as more feminine or more masculine, and that's perfectly okay.
The only thing that ultimately matters here is that everyone champion is a f*ing badass, not just (read: champions that use it to their advantage, but have more traits than just that) some eye candy.

I think there's a place for more characters who are a bit more... sexual? But I personally feel there's more interesting design spaces to dip into. Not every new girl we get needs to look like Janna and Ahri, I think the critics need to grow up a bit.
