My own custom skin

I am turning 18 in a few months. I have never been able to say I have a favorite champion, until I bought Hecarim a few weeks ago. Hecarim has my favorite abilities, his builds are my style, and you can either lane with him, or even jungle. That's what I love most about him. Yes some junglers can go top lane, but they most likely won't do too well lanning instead of jungling. As Hecarim, if top lane is called, i instantly call for jungle. Playing him in either lane or jungle, it doesn't matter, because he is fun enough I am willing to play him anywhere. I'd even mid as him if I got asked too. Not saying I'd do good, but I'd give it a try because I like him that much. For most of my fun champs, I buy skins for my most favorited champions, such as Ezreal, Vi, Rengar, and Rek' Sai. But with Hecarim, I am not a huge fan of his skins. Yes the pictures look amazing, but the in game is what dissapoints me. There doesn't look to be much change other than giving him a new weapon every time. What I am asking is, if I payed for it, could Riot give me my own Hecarim skin? I have a recent drawing that matches almost perfectly how I want it to look.
