Should Riot change the gifting system?

I know Riot can get money from people giving others gifts, but shouldn't we be able to give people things we already have?

If I have a Master Yi skin, and It's a friends birthday, but they can't afford it themselves, can't I give mine to them?

Why do I have to spend money on things I already have for a friend.

Then they don't lose money because then I buy it again.
