Well they released the Championship Thresh and TPA and SKT skins which are supposed to be Legacy. But Kitty Cat Katarina is limited so probably not but Underworld Twisted fate is a Legacy Skin so most likely Yes.

EDIT: Kitty Cat Katarina is now labeled as a Legacy skin so both might be available along with the rest of Harrowing skins like Definitely Not Blitzcrank.
