Rek Sai difficult meter wrong?

For my opinion, I think Rek Sai should be 3 difficulty. Her 2 different skills while burrowed/unburrowed is hard to master. And, it's really hard to play. For my opinion, Rek Sai is the hardest jungler and should be 3 difficulty.
