Hi. This my first time doing. Don't know if anyone will care or see this just thought it be fun to do. I've dyslexia so I tried to make it easy to read and understand.
Name: Not Sure. I would like it to be a Celtic Creature.

Champion Role: To be a SUPPORT. will be a range champion? Does no damage other then auto attacks.

Passive: Every 3 allied minions that dies nears champion gain 1 Armor. Every 3 enemy minions that dies nears champion gain 1 Magic Resist. If champion receive no champion damage for 6-12sec. Goes on all fours gaining 10% movement speed on land 15% on water?

Q: Can be use 3 times. Comes out has a wave. Same range has Brand Q?. Can be minion blocked. All 3 hits does no damage. First Hit: slows target by 10-20% for 1 second. 2nd Hit: Stuns target for 1-1.5 seconds. 3rd Hit: Lowers target armor/Magic resist by 20% at max level. Or Damage for 20% at max level for 1.5-3 seconds.

(I was thinking the Q can also effect allied champions too, just a thought this effect is Not Needed) (Allied Champions must be hit multiple to get the effect) First Hit: Any allied champion will have all slow effect removed on them. 2nd Hit: Any allied champion will have a stun effect removed on them. 3rd Hit: Any allied champion be healed base heal 50-100 plus bonus from Ability Power.

W: Can be used two times.( I made this way so if your getting gank you can speed up yourself and the adc.) First Use: Speed up allied champion movement by 10%, plus bonus from Ability Power. 2nd Use: If use twice on same champion. Increase Attack Speed by 10% plus bonus from Ability Power.

E: Adds charms to the allied champions. The charms effect will be random. Charm Effect: Randomly shields, heals or increase champion movement speed. This effect is activated only by basic attacks. Charm Effect: If champion is at 50-55% health charm will always heal.(Or the last charm will always heal) Charm Effect: If champion health is lower then 40-45% heal will double. Charm Effect: At level 12 can be use on two allied champions. At level 18 can be use on (3) allied champions. Skill must also be maxed to gain this effect.

R: Will be a like knight's Vow. Range 1000? Last for 20-30 seconds? The redirected damage will be true damage. You don't receive heal. Link Effect: When linked with a Melee Champion redirect 30% of all damage they take. This when R is maxed. Link Effect: When linked with a Range Champion redirect 40% of all damage they take. This when R is maxed. Link Effect: Enchanter goes on all fours gaining health and armor/magic resist or movement speed?

Just to be clear, you want a champion to have 0 abilities that do damage

It's abilities would have to do so much in order to be taken over anything else

In the current meta it would be worthless cuz it's a burst meta, and in a tank meta it would be broken

You should go to the LoL wiki and use that to help you write more developed ability descriptions so they are easier to read
