This has probably been suggested but a heartseeker skin for these champs where Rakan is madly in love with Ahri and Rakan is at Ahri's heels and Ahri not noticing him and Xayah is sitting in a corner looking really jealous and envious.

Skins aren't always followed by lore or what. There are skins the bend the lore in different ways like what if they are from a different place or was turned evil/good instead. There is nothing wrong with it. All it does is to add more content and people can buy the skins if they like them. If not, then you shouldn't be the guy that says no to new content.

She picks up the ones she drops (i.e. her passive) and/or uses the same Shunpo magic(?) to pull them back to her once they've been in the ground too long without her picking it up.

You can easily explain it via saying 1) that Kat's weapons may be enchanted to be able to return on command or something along those lines or 2) that Kat may be a user of some ancient or unknown art that doesn't actually need the use of general magic resource.
Many of the non-magic users in League end up possessing magic-like capabilities due to one of the 2 reasons/speculations such as Garen, Riven, Yasuo, Trynd etc.
