For the love of our all destroying massacre bringing Teemo, ENOUGH of these whines for a PROJECT skin. If they do it for every champion, then it becomes even more pointless for them to invest time in making other skins for champions. Not to mention the time and effort they'd have to do to make the particles, voice adjustments, new voice lines, contracting any necessary voice actors amongst other things they would have to do.
Even if they just used other PROJECTS effects to save time, that would be extremely lazy and they'd have to still adjust it to match mechanics and not turn it into a bunch of 1 outfit fits all schmick that alot of MMO rpgs will pull for 'class variety armor' (1 for Tanks, 1 for Healers, 1 for DPS and 1 for Casters), except they end up being alot more lazy with that design work, especially when said 'armor' is not being buyable or the things are forced to be sold ridiculously cheap and make the armor/skin creators have less incentive to put any effort into the 'outfits/skins'.
Hell they would have to push back updates and balance patches likely to invest more time and funding in concentrating on making dozens of skins, when likely it takes alot of time and effort just to work on '3' champions for new skins. Then putting it to use for the balancing and creating of champions and other things. Which games like Mabinogi, Phantasy star online 2 and many other 'fashinogi styled games' proven: The company ends up wasting time releasing new outfits and 'specials' to pay a lot of money or 'in game cash' to just get a costume or pet for free, when you can get them alot cheaper when they come out in single buys later on. Free'bies should not create the incentive to buy and only be an add on bonus like how FF14 does for its veternan rewards system where you get extra goodies as you extend your subscription, not where you are spending more money then necessary for the same 'goodies'.

I like the idea. I can see MF and/or Lux becoming a PROJECT.
There should be a Project Vladimir.
He can look like a variation of the Spiderman Green Goblin (from the first movie) except red with a cape.
I main lux and i think she would be cool as project :) hope that one day this becomes truth.
