Cho'Gath wasn't allowed wine, Graves a ciger, what makes you think Riot would allow to rowdy champions like those running around fighting drunk the whole game?
As amazing as it would be, Darius missing dunks cause of blurred vision, and Illaoi ending up teaching all 9 sumoners a lesson, it will never happen.
