So I've worked on this off and on for as long as I can remember and never really thought to post here. Don't really have a solid idea for a name but I present you with The Priest.

Passive - Jar of Souls: If an enemy champion dies while under Soul Siphon The Priest will claim his soul. While the priest owns a certain enemy soul, that player will deal XX% less damage to the priest. In order to reclaim a soul the player must participate in killing The Priest. For every soul The Priest has he has an additional 1% CDR. This CDR can go beyond the 40% cap.

Q - Soul Siphon: (On-hit activation) The Priest will begin to siphon the soul of the target and drain X% of life and slow as long as the target remains in range. If the target dies while this siphon is active it will reset the cooldown and if the target is a champion it will add their soul to The Priest’s Jar of Souls. (This ability works like a DOT and does not give The Priest life)

W - Eternal Springs: The Priest blesses the ground around him creating a pool of life that regenerates the life and mana of any allies that remain inside as well as a small movement speed buff. If this ability is cast while in the river it will gain a 50% increased radius.

E - Spear of Destiny: The Priest throws his staff into the air spearing the ground. The longer the skill is held, the further it can be thrown and the more damage it does. If it hits an enemy champion or monster it will damage them and pin them to the ground stunning them for .75 seconds. If The Priest picks up his staff he is able to cut the cool down in half.

R - Light of the Heavens: The Priest raises his staff into the air calling down divine light illuminating and giving true unblocked vision of a certain radius around The Priest. This also empowers the next 2 spells cast by The Priest.

(While active, Light of the Heavens will empower the next 2 abilities cast)

Q - Soul Siphon now gains double the distance. If the target remains in range for the full duration of the siphon it will smite them for xx true damage and stun for 1 second.

W - Eternal Springs will now produce a pool of water with an additional debuff ‘Soul Siphon’ that will affect any enemies that enter the spring both damaging and slowing them. If the target dies while inside the pool it will be added to the Jar of Souls. If this ability is cast while in the river it will gain a 100% increased radius.

E - Spear of Destiny will now gain double the distance and take Light of the Heaven’s with it when cast. The Priest may also reactivate the spear to immediately dash himself to the location.

Disclaimer : Of course all rates of AP/AD and %'s are for people far more intelligent than I. Balance is key.

Well butter my biscuit that ult makes him quite the opponent. You'd have to either make it a relatively short status or give him like 2 casts per activation, forcing him to choose 2 out of the 3 abilities to enhance. From the rest of the kit it seems he is a caster support who thrives in "over time" scenarios as opposed to burst or poke. Overall it's actually a pretty cool concept if their were limitations to the ult steroid, otherwise that ult could really make him busted by stalling with his kit in comfort until it's off cool down. I like it!

For ratios on e I think the following could be a good ratio

20/30/40/50/60+(15% ability power) to 90/110/130/150/175+(70% ability power) damage

range: 350-750

as for the bonus damage from ultimate I'm not sure. But this is the least I can say about this concept.
