Chroma packs and champion mastery

Personally I believe the chroma skins are really for people with too much money to show off their wallet. I think riot should implement Chroma rewards for reaching maximum mastery on a champion. For this to work, the champion ranks should be increased to something like level 30? But when you reach the max level or milestone levels (i.e. level 10, 15, 20 etc.) You should be rewarded with a chroma for that champion for playing the game.

This will help people who lack motivation/funds to play the game, helping riot keep/grow their player base.
