Champion Concept: Stello, the Rogue's Jet
Hi, welcome to my champion concept. Stello is a wandering Rogue that uses jet fuel to fly around Runeterra using his pistols and rocket launchers to wreck havoc. He can either go to mid the mid lane as an assassin or marksman in the botlane.

Facial Hair: Brown hair with a bit of a beard
Resource: Stello uses both mana, and fuel. Depending on what stance he is using
Base Health:534.6 (90 per level)
Base Mana:278 (45 per level)
Health and Mana Regen: 6 HP regen (0.75 per level) and 9 Mana Regen (0.8 per level)
Movement Speed:335
Attack speed:0.768 (3.4% per level)
Armor and Magic Resist: 24 Armor (4 per level) and 30 MR (1 per level
ABILITIES
Passive: Quick Fuel
Whenever Stello gets hit by a Champion, he gains a 10% speed boost for 2 seconds that quickly goes down. The boost scales throughout Stello's level. Going from level 1/11/18 by 10%/15%/20%. This ability also boosts Stellos mana and fuel regen.
Q: DeadEye/Rocket Barrage
With a 1/2 second delay, Stello shoots everyone with his revolvers in a cone in front of him. Dealing 10/55/90/150/230 (150% scaling) Damage on a 6/5/4/3/2 second cooldown. It has a 50/55/60/65/70 mana cost
Stello fires both his arm cannons into a area where they both explode. Dealing 60/95/165/230/300 (100% scaling) with a 30% slow for 3 seconds and on a 8/8/8/7/6 second cooldown.
W:Hover and Landing
Passive:Whenever Stello kills a champion, he gains 5 maximum fuel.
Active: Stello uses his Flying device to hover and gets a new set of abilities. Using this ability gives Stello 100 maximum Fuel and slowly decreases the amount of fuel overtime. The new abilities also use fuel. Stello gains fuel by being on land form. Stello also gets longer range and higher damage by 10%, but lower attack speed. Has a 3 second cooldown and reduces all abilities cooldowns by 2.
E:Roll/Jump Pack
Stello Rolls to an area and shooting the nearest person for 5/45/100/130/150 (50% scaling) and slows them for 40% on a 2 second duration. Has a 20/18/14/8/6 second cooldown.
In hover mode, Stello leaps to an area, shooting his rockets to all below him. Dealing 45/100/130/150/200 (100% scaling) damage. on a 20/18/14/12/8 second cooldown
R: Death Blossom
Stello charges up his flying device to spin him rapidly on the ground, and shooting both his revolvers and arm rockets rapidly around him for 3 seconds dealing 200/450/550 (100% scaling) damage per second . Stello is fully mobile and can use roll in this duration. The cooldown is 120/80/60.
Lore
As a man of work in machines in PilteOver. Stello studied flight, and weapons. He invented weapons out of the extreme to help in battle. While studying explosives, something caught his eye, a fire. He quickly turned around and a huge explosion ruptured throughout his house. Tearing the whole thing down. When Stello woke up, police quickly investigated this and accused Stello of his "crime". They were about to take him in, but something came in his mind that he regretted. Stello quickly found his trusty revolvers that lived the explosion and turned around to shoot the law. Stello was on the run ever since, and secretly built his new gadgets in Zaun.
