It takes a very long time for Riot to choose which champion to make a ultimate skin for, combined with the time they would spend on brainstorming what that skin would be, how it would move, and the new animations for the abilities. Then there is the time it takes to make the skin, playtest it, fix various kinks and bugs in it. and finally place it in the game. However I do wish that they would release a new one soon.

if i reminder it 6 months to work on one(after pick who get and stuff) to me it feel like we are get close to year from the last one

Not 2014, that's where. This year we got Summoners Rift VU which took a lot of their art team and stuff so that was obviously a bigger priority to get that done then the next Ultimate skin. Maybe we'll see one next year.

maybe next year, riot can never hold to there old time lines. i reminder when they said we was geting a replay system

That system was on the PBE for a long time but then it faded away... as if it's truly needed. I'd rather NOT re-watch some of my matches lol.

Though the supposed Reddit Prophet says there's gonna be an ultimate skin announced on January 10th, so we'll just have to see if that turns out to be true. Just like the next champion is named Izuna apparently.

that is not the prophet or i would not trust it, but with replay system i would like be able to rewatch the game i did good and bad so i can learn from what i did good and bad, i know not all want to, but some do and we should have to use 3party that break ever patch
