idea on how to fix tahm kench

so, tkTahmKench is my main and absolute favorite champion, and i actually posted a few days ago about how much i dislike the current changes to him on the pbe, and i suggested then a few ways he could be changed to help him out a bit.

and then recently i had an epiphany and want to know what people think of this idea so here it goes.

while i dont have specific numbers in mind the change i am thinking of is allong these lines, tahms passve, the one which adds % max health scaling to his autos and abilities is unbalancable in practice because he simply ets too much damage for building tank(duh) but what i propose is that instead of this passive damage scaling on % max health i think it coud scale with percent current health, essentially meaning that he does more damage at full and very little at low hp. n addition, this damage would scale partially (something like 80% effectiveness) with effective health e.g. shields, so when he pops his e shield it would give him a temporary boost in dps as well as survivability.

this idea came to me when i was considering the reasoning given by a rioter who worked on one of the many ryze updates. who talked aout how they idealy wanted every champion to have "windows of power" meaning obvious times when they are strong and others where they are less so.

obviously this would impact his role and gameplay, since he would likely do more damage than he does now when at full hp, so he would probably become more effective at poking with his q, but trying harder to avoid damage rather than always running headlong into it. in teamfights this wouldn't necessarily effect his role much as a peel for the carries although with 5 opponent dpsing him he would likely not be as impactful with his damage as he is now

his buildpath would also probably not stray too far, support tahms will still buy health items like fotmitem 3401 and locket item 3190 (although the shields on them might be more helpful than before) and it top lane i imagine that warmogs item 3083 and steraksitem 3053 would both become core for damage but otherwise nothing new

now thats enough out of me, i want to know if theres anything i missed, so please let me know what you think of this idea.
