Animating your own icons (to an extent)

Would it be cool if you could make your own icons for in-game teams and be able to show of your awesomeness to all of your opponents. Maybe you could submit it to riot so it's not complete garbage (not to trigger you, i just don't want to see MS Paint work on your icon). I was just thinking that would be cool.

Try the Forum Enhancement Kit and see how you like that. You can upload pretty much any picture or gif (within the size limit, of course) and Tundra Fizz can link that up for you.
