In q, when you letting know ur team what you want to play, sometimes pepole who wanna dodge without waiting, on purpose ban champion you declared or you wrote that this is ur choice. So, my idea is the blockade for banning champion you declare, but you can only declare once.
New champ select's declare part was meant so you could flex what you show to get more synergy/options. If the person isn't high in pick order, there's nothing wrong with banning their intended champ if there's no trading setup you can do with the person to secure the strong pick and risk the enemy team getting it.
This doesn't have anything to do with Dynamic Queue, this is the new champion select.
