Champion Concept: Cipher, the Metalmancer

Lore:

The son of a refugee from the Noxian invasion of Ionia and a prominent Piltovian buisinessman, the one known as the Metalmancer may never have been. He grew up in a happy home, with a loving and strong father and understanding and wise mother. However, due to complications during his birth, the family was left extremely poor as most of their money was going to medication and treatment for his mother.

While the young Marcus and his mother would stay at home, his father was secretly working for a mob boss to earn extra money. They wouldn't survive otherwise, as the job Cipher's father had before his son's birth fell through. Working for the boss would have dire consequences once the boss was caught, however. In exchange for his freedom, the boss gave up the names of his 'inner circle', which was a complete lie- he gave the names of his lowest ranking members to save the skins of his actual inner circle.

The police, thinking they were hitting a major member of the mob, burst into Cipher's home and shot his father when he put up a struggle. Cipher was right there when it happened. The anger he felt from seeing his father be shot right in front of him caused him to enter a rage so extreme, it awakened the power sleeping inside him. In his fury, he killed every one of the police officers who had come into his home.

Shortly thereafter, his mother died from her complications and the 14 year old Cipher was left alone in the world.

He survived in Piltover for three years after that before fleeing to Zaun, where he currently resides. He has vowed vengeance against all of Piltover for what he sees as murdering his family. No one will be spared by his wrath, and he will stop at nothing until the police, specifically Caitlyn, who he incorrectly blames this all on, lie mangled before him. Piltover will be ash, and everyone will know the pain he has understood.

Abilities:

Passive: Unforgiving Steel

Cipher's damaging abilities and spells (but not auto attacks) deal extra magic damage based on the enemy's total armor and magic resist. The damage amount is multiplied by Cipher's total level X 2. (2X at level 1, 36X at level 18). However, as a countermeasure, using any one of his abilities puts all of his other abilities (Save for his ultimate) on cooldown.

Q: Aside, Wastrel!

After a short channel, Cipher throws a single targeted enemy at 90 degrees and deals (100>120>150>180) damage. If the enemy collides with a wall, they are stunned and are dealt an extra (100>130>160>190) damage.

W: Reprisal

Cipher throws out a single long-range skillshot which detonates upon hitting a champion. The detonation causes (200>230>260>290) damage on impact, and then slows all enemies in a 400 range AOE for 30 percent and causes an additional (30>35>40>45) damage per second. Lasts 3 seconds. Cooldown starts once the AOE slow is over. Pressing W while the AOE is active cancels it and begins the cooldown.

E: Irony

Cipher steals (20>25>30>35) percent of armor and magic resist from enemies in a small AOE (450 diameter range) and deals a small amount of true damage (90>100>110>120).

R: The Final Solution

For twelve seconds, Cipher enters an empowered state in which all of his cooldowns are set to (3>2>1) seconds and the mana costs are at 50 percent. Once this time period is over, Cipher is forced to rest for three seconds. (Essentially a 3 second stun).

His kit is designed to be coupled with a high amount of cooldown reduction, as his passive disables spell spamming in lane. He is meant to be easily ganked early game, and that's the easiest way to shut him down. Late game, he's an absolute monster, using his ult to rip apart teams and allow his teammates to deal massive damage in his wake.

(To Viktor): "You may say metal is perfection, but you don't really understand."

Hey! ^_^ I normally don't do reviews on lore alone but seeing as you put so much effort into this I felt you deserved it. So here are my thoughts on Maurcus(?), The Metalmancer!

First thing is first is that its sheer size is pretty intimidating, have you ever heard the expression less is more? When writing lore you want to add as much as the character in as little text as possible. I like to write long lore too but this tops anything I've wrote in length which in my opinion really puts off a lot of people.

Overall a big issue is that only like 3/5 of the lore is about Marcou's parents rather than himself which is nice an all but it isn't incredibly important to warrant so much extra text. And the text we get about Marcous doesn't say much about him, it just tells me he's a disturbed individual who wants to destroy and controls metal because of the magic from his mother through an ancient society. But besides that it doesn't tell me much. What is Marcous like? How does he behave? What are his plans for Piltover? Is he incredibly serious? Is he cruel? Is he kind? etc. One of the things I really enjoy about how Riot does lore is that they include a section where the champion is just going about their everyday lives. This shows how the champion behaves and really flashes out their character.

As for the kit the first thing is to identify what kind of mage do you want Marcous? Is he utiltily? Burst? Control? I'm guessing you want to make him burst since you want a Veigar styled ult, however i don't recommend basing it off enemies armor and MR. it encourages to try and blow up champions with heavy amount of resistances which isn't recommended.....Your ult might scale off their resistences but the rest of your kit doesn't and you should ideally not burn key spells on the tanks anyway.
