[Champion Concept] "Daegal, The wielder of chains." (V2.0) Please Review/Add suggestions.

I have posted this concept before but i changed some of the abilities and added pictures. Please read the whole thing and review. Thanks for passing by.
These are representations of what he should look like. (changes are to be made. Both of the masks are not similar, but I designed both of them for the same champion)
Champion Concept: “Daegal” Is a melee champion with abilities allowing him to adopt several roles, such as Top-Laner, or perhaps Mid-Laner. He builds on AD items, feeds on Attack speed and armor penetration. His abilities will often prevent his enemies from fleeing, which will make grant him the upper hand in Chase/Run situation as long as he is the hunter.
Appearance: Daegal ‘s face is hidden under a metal mask (See picture). His chest is bare, with numerous claw marks on his body and arms. He wears a shoulder plate on his right should only (Themed the way his mask is). His Wrists are also protected by metallic wrist bands. He has a black/dark Cloak that tumbles behind him, and is wrapped like a scarf around his neck, sort of like a nomad theme. He wears vandal-like dark pants with numerous metallic plates scattered everywhere for protection (like knee-pads, belt, knives pockets, etc.). His boots are also iron-like, with a few thorns to stimulate the whole dark dangerous vibe. Optional tattoos on the arms and chest could also be added. And there is a chain wrapped around his Left/Right hand with its extremity attached to his weapon (Read weapon description down below)
Weapon: Daegal ‘s weapon is shaped like a double sided sword. The grip is brown, wrapped with leather. The cross guards are wide enough to prevent his hand from sliding across the edge or the spine, the blades are symmetrical and both curved like a demi-circle. The swords are also wide when it comes to area before the pointy end. Many “teeth” are to be added to the offence side. Both of the cross guards are connected to the chain Daegal holds which allows him to occasionally swing the weapon around or just throw it forward and then swing the chain back his way to grasp the tool swiftly. In addition, the blades' spinal parts are equipped with small engine-shaped gadgets that once activated will procure enough force to shoot the weapon forward like a hovering bird.
Lore: With nothing but the darkness to fill the whole left in his heart, Daegal grew up in Noxus after both of his parents fought to death amongst the Noxian army. He was carried by the hands of grief until he met General Du Couteau, who took great care of him. He taught him how to slice through the shadows, how to outrun the darkness. Daegal began pouring all of his animosity into each one of his hits, and the blades would shatter under his own grip. That’s when General Du Couteau noted the frightening potential this little kid had buried inside of him. Soon after, the General forged him a weapon so strong it could shatter stones and sever the mightiest of beasts effortlessly. Daegal felt profound gratitude toward his new father and vowed to follow his orders whatever they may be. However, tricked by his own overestimation, he faced a disastrous defeat when he attacked copious Demacian troops in hopes of making the General proud. He battled fiercely, stood over a mountain of corpses, but with the waves of swords that crashed upon him, piercing claws came down like thunder and stole away all the pride he had built. “Valor’s shadow is the last thing you will see.” Quinn’s voice hit him like concrete, followed by another claw mark that disfigured him. When he came back, fueled by rage and dissatisfaction, he was shocked by his father’s apprehension. De Couteau forged him a mask to hide his bruises, and trained him day and night so he could take his own revenge, by his own blade. When he was finally ready, Daegal, joined the League of Legends, Quinn’s words fueling his uncontrollable rage, and his desire to cut off her precious wings of Glory.

Abilities:
Passive: Tantrum. Daegal's auto attacks fill his tantrum bar, (attacks against enemy champions double the amount). Once the bar is full, Daegal's next ability will receive an empowerment.
Q: Destructive Propulsion. No Cost. Range: 650 Daegal launches his weapon forward in a straight line, damaging all enemies hit (Damage is reduced by 5% for each enemy hit). Daegal can reactivate the ability within the next 3 seconds to pull himself toward his weapon with his chain. (Cannot go through walls) Damage: 50/100/150/200/250 (+100% attack Damage) (Applies on-hit effects)| Cooldown: 13/12/11/10/9Seconds.
Empowerment: Destructive Propulsion will slow enemies hit by 60% that decay over 2.5 seconds
W: Absorption No Cost. Range: Self. Daegal Generates a shield that lasts for 1 second. The shield absorbs the next incoming auto attack granting Daegal 25/30/35/40/45% of its damage +20% Of Daegal's damage for his next attack or ability. Cooldown: 24/22.5/21/19/17 Seconds.
Empowerment: The shield will also bounce the incoming attack back to its source. (Does not applies to turrets).
E: Sand Storm. [Could be Changed] No Cost. AOE range: 700/400 Daegal arises a sand storm at a specific location where he can stealth himself from anyone but the champions inside of it too. Enemies inside the Sand Storm will suffer from 20/25/30/35/40% blind rate. Cooldown: 18/17/16/15/14 Seconds.
Empowerment: The Sand Storm doubles its size and enemies caught on the inside will be slowed by 10%.
R: Imposed Confrontation. No Cost. Range: 670. /AOE Range: 120 (Can only be cast when the rage bar is full) Daegal Can cast imposed confrontation on an enemy champion, leashing him in place with his chain for 1 second before leaping on him, dealing damage to all enemies in a small area around the target, and slowing him for 3 seconds. Damage: 200/300/400 (+75% attack damage) Slow value: 15/25/35% Cooldown: 200/180/160 Seconds.
Empowerment: Doubles the slow amount, and grants Daegal 25% Armor Penetration for 5 seconds.

's Q and no invulnerability ult, he seems like a non-cancerous rework of
-esque assassin, his abilities look well balanced and in harmony for that, i would like to see him to be an assassin.
