make my champ
i just wanna have a champ with high dmg, high mobility, and high utility but they can't tank and they have no cc based riot grant my wishes

I'm not sure this is quite the right place for this thread, given that you don't really have a concept to propose. :P
Still, I'm pretty sure it's possible to make a champion who excels at all of those things, although you'd have to have some creative utility, as a lot of existing utility comes in the form of CC. Might be a fun project to try designing!
