True Custom Game's

I am making this post to try and create a discussion and ask for true custom games. not where you just make a lobby and see how many people are in it, but true custom where we can choose how much cdr we can get. or how many levels is the maxed. damage out puts and so on this gives the chance for the community to truly create things. With custom game modes not coming at nearly as fast as they use to as well as riot being afraid of urf this would be a perfect thing to add to make the community be truly apart of the game. what are your guys thoughts?
