Receiving the chests we deserve

Ever since i started playing League a couple of months ago, I have always had trouble with getting champions. Now with the new preseason and the new BE system, we're getting exp and champion capsules instead of IP. I don't have anything against it, but i spent those few months levelling up to level 30, and I'm not getting the chests that you get from levelling up. What I mean is, is that from level 1-30, you can also get chests from levelling up, but us level 30 players can't get those 30 chests. I think that we should be able to, because it would help many players.
