Borushi, The lost puppet.
First off this is my first champion concept so please be nice, and also if the numbers seem unbalanced it might just be true since i went off of nothing to begin with but a skeleton of how to do this. Btw yes i know the lore isn't even close to anything but that ain't my strong part. Believe me i tried but it all rounded up as a child story. But if you have any tips about how to make this better I'm more than happy! :D Well i hope you like it and i will let you read now.
He is made as either a tank or a bruiser specialized for jungle.

Abilities:
Passive - Fate of the Puppet Borushi builds up 'Fate' and when this gets too 100 his damage increase towards monsters by 10% and he also gets a shield that's 15% of his bonus HP for 3 seconds. ''Fate'' stacks are permanent and you gain fate by casting spells. You get 20 ''Fate'' for each ability used (Does not include ultimate)
(Active ability)Chase - Q: Borushi applies a buff on himself giving Attack speed and movement speed when walking towards enemy champions and applies a slow to any champion he auto attacks during this buff, The slow scales with how many auto attacks he has used on the target. The stacks go to 0 if he attacks any enemy other than the one carrying the stacks. Movement Speed Buff: 15% Attack speed buff 20% Cooldown: Level 12/11/10/9/8 Slow: 10%/15%/20%/25%/30%
(Passive ability)Lost Puppet - W: When no allies are close to him his damage towards monsters and structures is increased. This passive is nullified if allies are in the aura range of 800 units. Bonus Stat: 15/20/25/30/45 AD(+15% Bonus AD)
Pins and needles - E: Borushi dashes and stuns the target if hit, if it hits a monster he then gets a small damage buff. Stun Duration: 0.5/.75/1 Attack Damage Buff: 30/35/45/55/75 AD (+20% AD) Cooldown: 7/6.75/6.5/6.25/6 Range: 400 Units
Will of the puppeteer - R: The ability acts differently depending on the last ability used in a 8 second timer prior to his ultimate being used. Cost: 100/100/100 Cooldown: 100/90/80

Borushi's basic attacks in the last 10 seconds. 3 targets at most(Last 3 champions hit)
Root duration: 1/1.25/2
(Active ability)Pins and needles - E: Borushi dashes and roots an enemy target if hit, when the root is off or he misses the target he will get a small area of effect root around him seconds. Root duration: 1 Second on all levels Second root duration: 1.25 Seconds on all levels Dash range: 300Units
If no ability was used in the last 8 seconds and he ults he will use
'Lost Puppet' passive :
Borushi gives all his allies the
'Lost puppet' passive for 7 seconds, also
increasing damage of the normal passive and
enables it to be active even whilst being in
the range of allies, including Borushi
himself.
Increased damage: 20+(+20% AD and AP) on all levels
15(+20)/20(+20)/25(+20)/30(+20)/40(+20)
This is counted on the amount of points put in 'Lost Puppet'

Lore:
I really do suck at lore but i have some things i know.
-He is from Shurima, made by an ancient puppeteer.
-He ''died'' when his master died in the fall of Shurima, but he later got ''revived'' when Azir woke up with no explanation on how or why.
-He is a goddamn goat.

Voice: A pretty regular voice(Not too dark not too high pitch). But the voice does not match the body in any way.
Visual: A big goat made of string and has 2 big needles in the back of his left shoulder. He is short and very slim. The ony thing not string is his eyes and horns, his eyes are made of smoke in red/black and his horns are normal goat horns(Big and curly ones). He is also wearing a golden neclace with emerald stones in it, it says that this was the reason that he awoke, the necklace has lore thousands of years back where they talk about it being used for lots of different kinds of black magic but no one knows for sure.
