Lore Viva Tae was once the celestial that came to existence billions of years after AurelionSol. He created and control life on planets that were not destroyed by AurelionSol's stars. Immensely entertained by life that gained self awareness, he towed with them. Killed them at random, tortured, praised, etc. He continued to do so with all of life for a few billion years. Viva Tae was brought to a stop by a civilization that had gained the power of the strongest celestial, AurelionSol. Trying to toy with the life of this civilization AurelionSol was forced to kill Viva Tae. Although presumed dead Viva Tae, was not. Nor was he alive. He purged all life that had no magic influence that protected itself to recreate himself and grow in power to seek revenge on the ones who tried his life.

Passive: Life's Essence Upon an enemy unit dying near Viva Tae, he gains 0.33 AP and 3 HP. Values are tripled for large/epic monsters and champions.

Range: 1200 radius

Q: Death's Reincarnation Viva Tae instantly deals 9%/12%/15%/18%/21% Max Health (+60% AP){as bonus flat damage no %} Magic damage to a target. If the target dies it deals 80/115/150/185/220 (+50% AP) Magic Damage around it.

CD: 18/16.5/15/13.5/12 Cost: 80/90/100/110/120 Range: 450 / 200 radius

W: Sacrificial Revenge [Passive] Viva Tae steals 1%/1.5%/2%/2.5%/3% (+2% AP) as magic damage of an enemies Current HP over 2 seconds after damaging them.

E: Consuming Presence Viva Tae teleports to a nearby target. If the target is an enemy Viva Tae steals 13%/14%/15%/16%/17% (+3% AP) of their missing hp. If the target is an ally Viva Tae heals for 5%/7%/9%/11%/13% of his MAX HP.

CD: 14/13.5/13/12.5/12 Cost: 60/65/70/75/80 Range: 500

R: Life's Destiny Viva Tae channels for up to 5 seconds and steals 3%/6%/9% Max HP (+35% AP){Flat Damage} as Magic damage per second of all nearby enemies.

CD: 160/140/120 Cost: 100/100/100 Range: 800 radius

Lore: So... he's basically like one of the Neverborn from Exalted? In that he's an ancient immortal force incapable of dying, but was murdered anyway and the aftermath changed the face of the universe forever? I feel like I should like this, but it still seems like it's missing something.

Passive: So like Veigar, except with less effort required? And he gets indefinitely-stacking AP AND HP? Sounds like a bit much to me.

Q: Percent max health damage on a basic ability, no strings attached? You playing with fire here kiddo.

W: Ah, so an on-hit passive ability. To be honest I think I like this better than his regular passive. Were it not affixed to a champ with a percent max health damage kit

E: Why do all his abilities scale with a percent of his opponents' health? Last I checked only champion Ultimate abilities do that, and for very good reason. Building health would be useless against him, but not doing so would just let everyone else murder you more easily. There's no real counterplay to this!

R: So, an AOE Fiddlesticks W. That steals percent max enemy health. For a minimum of about half of their health at max level.

I get where you want to go with the whole lifesteal-based champ, but this is basically the wrong way to do it. Vladmir got away with it because all his powers cost a percentage of his max health, and Morgana just passively had spell vamp of a percentage of the damage she dealt. Basing all of a champ's damage on percent max enemy health (plus percent AD bonus flat damage to avoid Zeno's Paradox) is just going to make everyone hate this champ and anyone who dares forfeit their humanity by picking him. Vayne is aggravating enough with her bonus percent max health true damage; the last thing we need is another champ with that kind of cheese.
