New Champion?

Guys this might sound dumb, but I was thinking there should be a champion called Stratus. You guys know that stratus is a name for a cloud, so he can be one. Since a stratus cloud is a bunch of small clouds bunched up, maybe his ultimate could be him splitting up into those clouds doing some AP damage around him. He would be an AP champion, all his abilities could relate to weather and clouds. You could either build him tank (even though clouds seem squishy, but I will explain more), or AP. Because a cloud is easy to break, he should have a passive for example, there would be small cloud pieces lying around, and when he picks them up, he could either gain health or AP, sort of like Thresh collecting souls and Bard collecting Chimes. Maybe he could have an ability where it slows the champion when it hits him. I came up with this idea while playing as Thresh, since I am a thresh main. Please let me know what you guys think!
