I mean, Teemo has got many "cute" skins with which he looks like cute and stuff, this one has got a badass look, jungle-war veteran voiceover and happy eyes? His mask should look exactly like it is in the teaser, with one empty eye and a glowing red one.
Um, I think its just kind of Teemo's little joke or that hes completely unaware the mask is like that. Personally, I believe its just Teemo's face or its the common expression hes associated with or maybe considering this is mad murderer teemo, its to make it look as if hes friendly but when people come closer they walk into a trap. And maybe the glowing red is a feature that will happen on its own? I mean we've only seen a little bit of it and its still getting work, I believe its being added in 5.7 so its probably still being changed at this second..
