So could we design our champs and submit them to riot or just design and play them in customs?

"Design and play them in customs."

That's a whole lotta programming you're neglecting LOL

Actually, depending the kit idea, it wouldn't be that hard. A ton of effort is eaten up by visuals, which could easily be made into something absurdly simplistic like a rectangular prism with 1 red side to show where it's facing and with similar effects on the attacks.

No, I didn't mean just the abilities-- I meant the programming it'd take to create a database for all these abilities, as well as what would have to go into the monstrosity of a GUI that would be the champion-creation screen. What would that even include? How'd we work with abilities that have completely new effects, such as, say, something from a recent concept of mine, where you can place down a Bulb which will have Void corruption spread outwards?

Not to mention, when we get down to graphics, it's going to get more and more complicated the more we have to differentiate between who's who and what's what.

If we simply ran with the barebones (X skillshot that has X numbers and X effects) instead of, say, something entirely new like (also taking a page out of the aforementioned concept) "create zones from this object with X health over X seconds and give X ability X range when the target area is within X terrain," or "create terrain lining the edges of all zones," then we have issues; we're simplifying it and making it less of a creative playground than what it should be.

Not to mention, again, the GUI and gameplay issues; what's to keep somebody from just saying "okay this ability does 10000 true damage?" Or, imagine trying to play with your custom champion against others, which you LEGITIMATELY TRIED TO BALANCE, only to have to deal with prior mentioned 10k true damage.

There's a lot of work that goes into this kinda stuff, and a lot of issues. In my opinion, you're better off just making your own game.
