[CHAMPION CONCEPT] Devhal, The Tool Master

This is my first post of this type. When considering this post, I took a laid back approach for setting stats. Any solid number is not a end all be all. I know it will be re-balanced anyways, so I didn't try to make this perfect.
#CONCEPTION
Suddenly, inspiration stuck one day when I was thinking about champion ultimate abilities. Specifically,
was the culprit here with Mimic. That ultimate copies the last spell used, and can trigger in unique ways because of her kit. Now, my thought on this was instead of copying an ability, the target was an item in your inventory? The thoughts were quite vivid.
Multiples of the following came to mind (Although, some items likely wouldn't be very useful with the kit I imagined):

#ABILITIES
##PASSIVE - Emulation Memory
Devhal has the inherited tool, Duplex Trigger, which emulates other tools. Emulate an item from the shop. Icon updates depending on item.
Item selection method is determined by ultimate level.
- Level 0: First item bought from shop, including trinkets. (ARAM Poro snack excluded QQ) This item can be sold, but will remain as the emulated item. This allows, as an example, Boots of Speed -> Sell -> Long Sword initial buy types of scenarios. The Boots of Speed are emulated, but you start with the Long Sword. Undoing the buy is the only way to change the emulated item.
- Level 0 emulation
- Consumables - Provide additional consumable(s) upon purchase.
- Items with passives that have recharge - Reduce recharge time.
- Items with actives that use stacks - Provide additional max stacks.
- Items with only actives that have cooldowns - Reduce cooldown.
- Provide stat increases, nerf/buff by percentage. I think gold generation might be a bit too much if that isn't reduced.
- Level 1: Item in slot 1. Upper tier limit is tier 2 item. If item is tier 3+, use most expensive tier 2 component of said item. Swapping items leaves passive on cooldown for 25 seconds.
- Level 2: Upper tier limit removed. Passives of tier 3+ items are not emulated.
- Level 3: Passives are now emulated. This includes additively stacking unique passives that can do so.
This passive seems to be quite complex. The scaling also seems awkward, considering the overlap of the ultimate active. Remember that these are not set in stone.
##Q - Dual Thrust Range - 300, 600 Cost - 40/45/50/55/60 Cooldown - 8
Devhal uses a close range weapon to initially strike the target, dealing a slow, and after a delay, dash strikes in the direction of the mouse dealing physical damage and applying on-hit effects. If both strikes hit the different targets, the second strike deals 1.5 damage to the second target. The second strike can be cast immediately, but the damage multiplier and dash are canceled.
Soar can be used to reposition and empower between thrusts without canceling the multiplier and dash.
##W - Refocus Cost - 100/95/90/85/80 Cooldown - 20
Devhal channels for 2.5 seconds to prep his tools. During the channel, decrease damage taken.
When channel is complete, reduce all ability and item active cooldowns by 30 seconds or half the remaining time. Whichever is larger.
For every item that has an active, increase channel time by 2/1.75/1.5/1/0.3 seconds.
##E - Soar Range - ~400 Cost - 80 Cooldown - 26/23/20/17/14
Devhal flys in mouse direction. Movement speed is increased for 2.5 second, decreasing after 1 second. The next basic attack or spell from Devhal will be empowered, dealing extra magic damage.
##R - Compound Finesse Range - N/A Cost - 0 Cooldown - n+(0.5n)>=90/n+(0.25n)>=70/n>=50 (n = Item Active Cooldown)
Devhal brings out the full potential of Duplex Trigger. Passive is applied a second time (maybe with percentage adjustment for balance) for 7 seconds. If emulated item has an active, the ability can be activated again to emulate that active.
If emulated item is changed, and ability is still on cooldown, keep initial cooldown until ability is ready for use.
#LORE FACTORS & MISC
- Likely to have relation to the shopkeepers.
- Considering
lore, they might be connected. Likely rivals, maybe past comrades. - One scenario could be he came from a blacksmithing family and the Duplex Trigger is their way of showing off the prized possessions without bringing them out of storage. He would be mainly a tool master from the shear amount of tools he has had to showcase to their customers. He also found a way to use Duplex Trigger to the full potential. I have a feeling he might be a showoff. Kind of like an aggressive salesmen.
- The micro for this champion is huge.
- I noticed afterwards, Q seems like
E & Q combo, W seems like a combo of
W &
W, and E reminds me of a weird combo of
E and
W - The name Devhal is warped from "Vallabhadev". It apparently has a hindu origin and was said to mean Master or Owner. I didn't do research past that.
