[Champion Concept] Stien - The Fearmonger

(I figured given Halloween is around the corner, this idea might be cool)

Stien – The Fearmonger Stien is a summoner who studied the effects of fear and the unique champion known as Fiddlesticks for Noxus. Eventually he was targeted by Nocturne and driven to madness. Being one of the brightest minds in magic in Noxus, they locked him away for study, it wasn’t until recently that Noxus has decided to deploy Stien to the fields of justice to support Noxus other champions at the behest of Swain. Builds a effect called “Fright” which all of his abilities relate to in a negative support capacity, his abilities also have some minor positive effects. His visual motif would be a cross between Jack the ripper and the boogieman, unfortunately my own artistic skills are lacking to the point where I’d love to see a talented artist weigh in on this. His abilities have very creepy sound effects (creepy nightmare on elmstreet-ish child singing, ghost child giggling, mad cackles) visually the only 2 that would be impressive would be his Ultimate which would involve a coalescing of shadows where the manifestation is going to appear. His E (Terror) would be more of an effect where tormented faces in a blackish/blue field around him much like the visual for Sion’s cannibalism.

Many of his abilities do not have a high turnover for ability power, and his early game is not as effective, he lacks the health of many other supports in exchange for a slightly higher damage to make up for the weak nature of his early game abilities. Later on however his ultimate allows him to turn his team members into assassins allowing them to appear for a short duration to tip champion battles in his teams favor. His ultimate benefits from effective warding even more so as he requires an enemy champion be visible to target them with Bedlam.

Roles Primary Support Secondary Mage

Passive (Fright) Stien applies a single stack of fright everytime he hits a foe with his auto attack and with some abilities. Fright stacks up to 6 and lasts 6 seconds, refreshed everytime it is applied, if no more stacks of fright are applied they begin to reduce at a rate of 1 fright every 6 seconds. Fright is used in conjunction with other abilities and each stack of fright reduces a targets damage by 4%

Q-Fear Stien does 50/80/90/110/140 magic damage to a target he hits. Fear also removes all stacks of fright from the target fearing them for 0.4 seconds per stack of fright on the target.

W-Panic Stien invokes a rush of fear in his target, increasing their movement speed by 24/30/36/42/50% for 6 seconds. If the target is an enemy the target gains 1 fright for every second they are moving under the influence of this effect.

E-Terror (Toggle) Stien evokes a aura of palpable fear around himself, any enemys within range of him begin acquiring Fright at 1 stack per second and suffer 8/16/24/32/40% additional damage while within the area of effect.

R-Bedlam Passive-Stien applies 1/2/3 additional stacks of Fright with his attacks. Stien opens a rip in the world to the world of dreams and manifests a targets fears, when activated Stien selects any allied champion target within range (including himself) and then selects any visable enemy champion, instantly transporting them to that champion’s location, 10/20/30 seconds later the teleported champion returns to their original position.
