Add a new camera mode

I think they should add an in game camera mode similar to the spectating camera how it follows you but is smooth rather than jumping around. It'd be very useful for higher skill champs that jump around a lot to be able to aim your abilities. then you'd get the still camera but not have to move it manually. If anyone else thinks this would be cool, lmk.
