Skin Question

I'm sure this has been answered but I could not find it. Anyway, what determines a champion getting a skin? Is it the amount of time a certain champ is played? Since the more times it is played, the more likely people will buy a skin for them. I don't really know, but I am almost positive that money is involved.

I ask this because 2 Draven skins have been released recently, (I'm sure LOD had to do something with it) and Vel'Koz has only had 1. I would really enjoy seeing a Cosmic Destroyer Vel'koz. Riot take me monies. Even though yall hate me, take my monies.

Riot tries to get at least one skin out per champion every year. The one exception is champions who have a large VU/rework at some realizable point in the future, which means that things like Yorick, Taric (for now), and probably Urgot haven't gotten any. Past that, it's whatever fits a selected theme or idea the best.
