Hi Riot, I had an idea about converting IP to RP. I can see that many gamers don't play LoL as often as before, so i thought if u could give them a motivation like this. Although the Hextech is a very good idea, i think that this "convertion from IP to RP" will make them play even more games, because only with palying we earn IP. For example 100.000 IP = 1000 RP (or less if u think that 1000 RP are too much). Something like that.

Or how about we allow Riot to actually get money for their game by allowing people to get a cosmetic for money?

It works for games like GW2 because that is how they drain gold from the global economy. There isn't a league economy so it makes no sense.
